A new report was announced by Oxfam cites that the "crippling combination" of the Haitian government's indecisiveness and donor countries' lack of co-ordination is the cause of the delayed reconstruction. The donor countries have retracted just 42% of the $2.1 billion pledged. It adds to the grief of the one million people in Haiti that still remain homeless.
